oracle11g - cannot connect to Oracle Database 11g Express Edition -


i trying locally connect oracle database 11g express edition when used go programs > oracle database 11g express edition > getting started used show me page login in browser , login , view everything.

but now, click on getting started, goes url

http://127.0.0.1:8080/apex/f?p=4950

but says "...could not connect 127.0.0.1:8080"

please me. have no idea started. how troubleshoot issue?

please make sure service of oracle-xe running if using winos, , "ps -ef" if using linuxos. if service , daemon , running paste log of bdump.

where oracle event log located?
