java - connect two android phone with internet without any server -

i want connect 2 android phone mean can send , receive data 1 android phone android phone via internet

suppose phone phone using wifi internet connection , 1 phone using 3g internet connection , want send data 1 phone using http , phone receive it

the condition not want third party server that, want ip address,

is possible on android? can body give me example how manage it? or library?
