cannot install android-server.apk in mobile -


i'm trying install android-server.apk instructed in this link. i've created emulator , installed apk on it. when tried install same in mobile throwing error 

error: protocol fault <no status> - waiting device- rm failed /data/local/tmp/android-server.apk, no such file or directory

i've checked "usb debugging", "stay awake" , "allow mock locations" options in phone , usb port has write permissions. using samsung s3 windows.
